## Summary

**This bill would create a bold, standardized nationwide 211 helpline network** to expand access to health and human services and improve coordination with emergency systems. It would fund upgrades, require better data sharing, and run a national awareness campaign. - People and families would get easier access to help by phone, SMS, or internet, backed by funded contact centers and outreach to raise public awareness. - State 211 networks and local providers could receive grants to expand services, maintain exhaustive databases, cover startup costs in unserved areas, and improve accessibility. Grants must be matched with at least 25% non-federal funds and can go directly to providers if no State network exists. - A federal administering agency would be chosen to allocate funds, support shared data platforms, and boost coordination among 211, 988, and 911. The agency must begin evaluations in 2026 and at least once every five years and publish annual, disaggregated reports by State and provider. *Would authorize federal funding of $250 million per year for fiscal years 2026–2032, with up to 10% available for administration, increasing federal spending during that period.*

## Provisions PRIA read

- More 211 help for households nationwide: benefit, medium. If enacted, the bill would create a federal program to expand and coordinate 211 services across every State.
