## Summary

**Creates an SBA Office of Territorial Affairs to give U.S. territories a dedicated program to help small businesses.** It would focus SBA efforts on entrepreneurial development, federal contracting, disaster assistance, and capital access. - Territorial small business owners. They would get targeted outreach, webinars, and tailored help with loans, disaster aid, and starting or growing businesses in the five U.S. territories. - Local resource partners. Small Business Development Centers, women’s business centers, SCORE chapters, and Veteran Business Outreach Centers would have a named SBA liaison to coordinate training and referrals. - Federal contracting and procurement. An Assistant Administrator would deliver a report within 180 days and then annually with counts of businesses assisted and new businesses started, disaggregated by territory.
