## Summary

**Expands which trains count as high-hazard flammable trains.** This bill would redefine a high-hazard flammable train to mean any train carrying one or more loaded tank cars of a Class 3 flammable liquid or a Class 2 flammable gas, and to include other materials the Secretary of Transportation determines necessary for safety. - Communities and households near rail lines: More trains would fall under stricter safety rules because the threshold changes to any train with 1 or more loaded tank cars. This would shift which shipments get extra oversight. - Railroad carriers: Carriers would face broader regulatory coverage and must report derailments that involve material toxic by inhalation to the National Response Center and to state, local, and Tribal officials within 24 hours. - Emergency responders and Tribal, state, and local officials: They would receive faster notifications after derailments, and reports to the National Response Center can activate the federal oil and hazardous substances response plan.
