## Summary

**12-hour default limit on detention**. This bill would set a hard 12-hour default for U.S. Immigration and Customs Enforcement short-term holding facilities and add minimum humane standards, recordkeeping, and oversight for any holds that last longer. - Families, children, and other vulnerable people get clearer protections: holding rooms must be safe and clean, have restrooms and drinking water, detainees must receive meals at least every 6 hours, and minors, pregnant women, or breastfeeding women must have immediate access to meals, snacks, milk, and juice. - Short-term custody rules for ICE operations would require the Secretary of Homeland Security to use holding facilities only for detention not to exceed 12 hours except for defined exceptional circumstances like medical emergencies, natural disasters, transportation delays, or other exigent operational conditions. - Documentation and oversight increase: any non-short-term hold must be documented at the time and records kept for 5 years, the Secretary must report annually to Congress on counts, durations, justifications, and corrective actions, and the Department of Homeland Security Inspector General must audit compliance.
