## Summary

**Research security requirement**: This bill would require institutions applying for federal research and development awards to certify they do not operate branch campuses in certain listed countries. - Colleges and universities seeking federal R&D awards would have to include a certification that they do not operate a branch campus in any of these countries: the Bolivarian Republic of Venezuela, the Democratic People's Republic of Korea, the Islamic Republic of Iran, the People’s Republic of China, the Republic of Cuba, the Republic of Turkey, the Russian Federation, the State of Qatar, or any other country the Secretary of State designates. - Federal research agencies would be required to add this certification to award applications. They must implement the requirement within two years of the law taking effect. - The bill defines a "branch campus" as a permanent, geographically separate unit that offers degrees and has dedicated faculty and administration plus its own budgetary and hiring authority. That definition determines which foreign campuses trigger the certification.
