## Summary

**This bill would create a federal Commission to study how U.S. laws and policies affect citizens living abroad and to recommend ways to reduce tax and reporting burdens and improve access to services.** - Families and individuals overseas would get a focused look at tax filing and financial reporting burdens, remittance rules, and voting access in federal, state, and local elections. - Veterans and older Americans abroad would see their access to VA benefits, Social Security, and Medicare compared to in‑country beneficiaries examined and reported. - The Commission would have 10 presidentially appointed members with congressional recommendations and would require affected federal agencies to respond to its report within 180 days. *Would authorize $2.0 million for each of fiscal years 2027 and 2028, increasing federal spending by $4.0 million over two years.*
