## Summary

**Congress would be able to force a presidential disaster declaration.** This bill would create a fast-track, bipartisan congressional route to require a major disaster declaration when a Governor requests one and the President refuses against FEMA advice or past practice. - Governors and disaster survivors: Would give states an alternate path to a federal major disaster declaration under the Stafford Act when a President declines a Governor's request. That can let Congress authorize federal disaster aid and programs even if the President objects. - President and FEMA: Defines a "covered refusal" when the President turns down a request despite a Federal Emergency Management Agency recommendation or contrary to established precedent. The President must send a written explanation to the Speaker of the House and the President of the Senate within 24 hours of such a refusal. - Congress and floor process: Creates a "covered joint resolution" that must be introduced within 14 days to order the declaration and is limited to that single directive. Committees are discharged if they do not act within 2 days, the resolution is not amendable, and floor debate is tightly limited to speed final passage.
