## Summary

**Affordable health coverage plus social and workforce supports.** This bill would create a grant program for Community Multi-Share Coverage Programs to help hospitals and community partners offer integrated health coverage and services to workers at small businesses with limited income. - Workers and families: Would be eligible if household income is above the State Medicaid threshold but at or below 400 percent of the federal poverty line. Enrollees would receive coverage that includes doctor visits, hospital care, behavioral health, preventive services, prescriptions, and emergency services with no deductible and limited in-network copays. - Small employers and workers: Would help small employers offer competitive, affordable coverage and support workers in transitioning off Medicaid by addressing psychosocial barriers to employment. Programs require health coaching, individualized plans, group classes, and links to job training. - Community hospitals and providers: HHS would award 3 to 5 grants for four-year programs that must have a local physical presence and coordinate with community-based entities. Direct costs are shared among public funds, hospitals, enrollees, and employers to move toward longer-term financing. *This bill would authorize $36.0 million over fiscal years 2026–2029, increasing federal spending.*
