## Summary

**Temporarily waives certain state permitting and operational rules to make large public fireworks displays easier during 2026.** The bill would stream the semiquincentennial (America250) celebrations by suspending specific State and Federal regulatory restrictions on covered fireworks displays while keeping core federal safety and local controls intact. - Event organizers and pyrotechnic teams would face fewer state-level hurdles for covered displays through December 31, 2026. The waiver applies only to conduct and on-site possession and use, and displays do not need an America250 designation to qualify. Organizers must still meet federal pyrotechnician and explosives licensing and federal labeling and storage rules. - Units of local government would keep full authority to permit, restrict, or prohibit displays and to enforce local fire codes, burn bans, setback and fallout zones, noise rules, zoning, crowd management, insurance and emergency response requirements. - Manufacturers, dealers, transporters, workplace safety regulators, and environmental regulators would see no change. Federal laws on manufacturing, hazardous materials transport, Occupational Safety and Health Act standards, and Clean Air Act rules remain in force.
