## Summary

**Protects certain long-term Vietnamese nationals from detention and removal.** This bill would bar detention or deportation of Vietnamese nationals who entered the United States on or before July 12, 1995 and have lived here continuously, while allowing narrow exceptions for national security or extradition. - Eligible individuals: People who meet the date and continuous‑residence test and who are subject to a final order of removal would be shielded from detention and removal and granted employment authorization and an appropriate work permit. - Department of Homeland Security: DHS would have to notify each eligible person within 60 days with instructions for filing a motion to reopen removal proceedings, and DHS may still detain or remove someone if credible facts show they harmed U.S. security or if they face extradition. - Courts and advocates: Harmed parties or entities could sue in federal district court for declaratory or injunctive relief, and the bill allows such suits to proceed as class actions.
