## Summary

**Requires agencies to measure and limit household cost increases from new federal rules.** This bill would add a new Section 553A to title 5 to force agencies to publish initial and final household cost impact analyses and to block rules that would "substantially increase" household costs unless required by law or an emergency. - Families and households: Agencies must report how a proposed rule would affect spending on essentials like housing, utilities, food, health care, transportation, childcare, education, and taxes. A "substantial increase" is defined as an increase of $50 or more per year. - Federal agencies: Agencies would publish an initial household cost impact analysis with proposed-rule notices that describes affected categories, estimates distributional effects by household income, and recommends lower-cost alternatives, then publish a final analysis after public comment explaining how comments changed the assessment. - Oversight and enforcement: Households could seek judicial review if an agency fails to follow the new process and courts would have jurisdiction to hear those claims. The Director of the Office of Management and Budget would issue guidance within 180 days and publish an annual report listing major rules that substantially raised household costs; emergency rules certified for national security or declared disasters may be used but generally last no more than one year.
