## Summary

**Protecting critical transportation infrastructure from natural hazards** by funding regional demonstration projects that harden, adapt, elevate, or relocate vulnerable highways, transit, and port facilities. The bill would create a competitive program that awards up to 10 demonstration grants to regional consortia and public owners. - Regional planners, States, Tribal governments, metropolitan planning organizations, public transit agencies, ports, and local governments could apply. Grants may fund predevelopment activities and capital construction to protect highways, transit, and port facilities. - High-cost projects that face delivery or institutional barriers can get multiyear agreements if total costs are at least $500.0 million, with the Secretary allowed to reduce that threshold for Tribal applicants, rural regions, or insular areas. The Federal share may not exceed 80 percent. - Projects must show they address documented hazard exposure, preserve mobility and emergency access, and demonstrate regional governance and readiness. The Department of Transportation would coordinate with other federal agencies, maintain a monthly public dashboard with project details, and set up an interagency working group to report program outcomes and benefit cost analyses. *Authorizes $2.0 billion per year for fiscal years 2027 through 2031, totaling $10.0 billion in authorized funding.*
