## Summary

**Multinational defense sales** get a new, government-wide push to coordinate U.S. Foreign Military Sales and direct commercial sales across partner countries. The State Department must create and report a strategy to recruit lead buyers, clear licensing and financing barriers, and promote exports linked to the AUKUS partnership. - Foreign partners: The State Department will survey interested countries and pick eligible lead purchase coordinators. The plan must outline incentives and pathways for countries that cannot use foreign military financing loans. - U.S. defense industry and national security: The strategy must identify how multinational buys improve interoperability and strengthen the domestic defense industrial base. It must also find opportunities to develop and promote exportable defense articles and services that support AUKUS. - Oversight and transparency: The Secretary of State must report on progress 180 days after enactment and then every 180 days for 3 years. Reports must be unclassified and may include a classified annex.
