**This bill would use targeted sanctions to reinforce the June 2025 Washington Accords by authorizing asset blocks and visa bans against foreign persons who violate or knowingly undermine the agreement.** It frames the eastern DRC conflict as a direct threat to regional stability and U.S. interests and makes sanctions a tool to support peace between the Democratic Republic of the Congo and Rwanda. - Designated foreign persons would face broad asset-blocking and transaction prohibitions under the International Emergency Economic Powers Act and would be made inadmissible to the United States with current visas subject to revocation. This targets those found to be supplying or supporting armed groups that breach the Accords. - Humanitarian groups and obligations to international institutions are protected by explicit exceptions. The bill excludes food, medicine, medical devices, humanitarian assistance, and transactions tied to United Nations or other treaty responsibilities from the sanctions. - The President would be required to establish a sanctions program and could use criminal and civil penalties under IEEPA for violations, with the authority set to terminate after a 7-year sunset.
