## Summary

**Creates a federal newborn tax credit** that would give parents up to $2,000 per child and set rules for income phaseouts, an earned-income cap, optional advance payments, and SSA data sharing for administration. - Families and parents: New parents could claim a $2,000 credit for each qualifying child. They could ask for an advance payment as early as six weeks after SSA gets the child’s information. - Taxpayers and tax filing: The credit amount would be reduced by $50 for every $1,000 of modified adjusted gross income over the statutory threshold. The credit for each child cannot exceed 20 percent of a taxpayer’s earned income and taxpayers may elect to use the prior year for eligibility. - Administration and agencies: The Social Security Administration would collect parents’ names, Social Security numbers, direct deposit choices, and estimated income data. SSA must transmit that information to the Treasury within 45 days after issuing the child’s Social Security number, and the IRS would provide plain language guidance and an online portal for elections.
