## Summary

**Creates federal standards to manage AI risk in civilian agencies.** It would require the National Institute of Standards and Technology to set minimum requirements for AI trustworthiness and to establish rules for authenticating, tracking the provenance of, and labeling synthetic content used or produced by agencies or their contractors, excluding national security systems. - Agencies would get a unified risk-management framework for AI used across agency operations and assets, giving them a common baseline to assess and control AI risks. - Contractors and other organizations operating AI on behalf of agencies would have to meet the new minimum requirements, including authentication, provenance tracking, and synthetic content labeling. - NIST, working with the Office of Management and Budget and agency heads, would develop the standards and conduct research and analysis under section 5301 to inform the framework.
