## Summary

**Speed transit funding and reduce regulatory paperwork.** This bill would accelerate when formula transit money is apportioned and cut red tape around environmental reviews, reporting, and oversight so agencies can deliver projects faster. - Transit agencies and small urban areas would get certain formula apportionments by Dec. 1 and bus formula funds would be available for five fiscal years, giving faster and longer access to money. - Recipients with leftover asset-disposition amounts would be allowed to apply those amounts to capital projects under programs like 5307, 5310, or 5311 after certifying planned use to the Secretary. - Project sponsors and State historic preservation offices would face less required documentation for categorically excluded projects and would be encouraged to consult earlier in planning. - The Federal Transit Administration and grant recipients would undergo a one year review to cut or consolidate reporting, and triennial reviews would focus on prior and common deficiencies with limited random sampling.
