## Summary

**This bill would expand federal Community Oriented Policing Services (COPS) grants to fund and scale up** mobile crisis teams and co-responder programs that connect people in crisis with treatment instead of arrests. - Families and people in crisis: Would make it easier for 911 calls to get a response from mental health professionals or paramedics who can stabilize situations and secure follow-up care. - Law enforcement officers: Would fund training and co-responder pairings so officers work alongside clinicians to de-escalate encounters and transfer care when appropriate. - Mental health professionals and paramedics: Would allow hiring of clinicians, paramedics, case managers, and other staff and support use of mobile units to reach community members. - Communities and service systems: Would create or expand case management and outreach teams to follow up with people, connect them to services, and reduce repeat emergency interactions.
