## Summary

**Prevent taxpayer-funded settlement payouts to senior officials and related entities.** This bill would bar federal funds from creating or paying into compensation funds tied to a named IRS case and would prohibit settlements or awards to the President, Vice President, their close relatives, presidentially-owned entities, cabinet members, senior White House staff paid at or above GS-15, political appointees, and recent former holders of those positions. It would also block payments tied to the January 6, 2021 attack, foreign interference in the 2016 election, or claims duplicative of suits dismissed with prejudice. - Affected people and entities: Would bar payments or awards to listed officials, their immediate family, presidentially-owned entities as defined by ownership thresholds, and political appointees. These restrictions would apply to settlements or awards made on or after January 20, 2025. - Treasury reporting and payment pauses: Would require Treasury to report within 30 days after any payment over $100,000, demand prior notice for payments over $250,000 that are based on imminent litigation, and impose a 120-day pause after that notice. - Enforcement and funding limits: Would let the Attorney General sue for injunctions and repayment for violations, prohibit using the Judgment Fund to back prohibited compensation funds, and allow Congress to appropriate funds on an individual claim basis.
