## Summary

**Would require agencies and the Comptroller General to analyze how major rules and large programs affect poverty and racial inequity.** This bill would push detailed poverty and racial-equity checks into rulemaking and into annual program reviews to surface impacts and the potential racial wealth gap. - Agencies would have to publish, with any Federal Register notice for a major rule, an analysis of the actual or potential effects on people living at, near, or below the poverty line and on racial inequity. The Director of the Office of Management and Budget would set the definitions agencies use for poverty line, racial inequity, and racial wealth gap for those analyses. - The Comptroller General would publish an electronic report starting one year after enactment and each year for nine years. Each report would examine 2 to 5 government programs or policies with substantial economic impact from the past five fiscal years and analyze their actual or potential effects on people in or near poverty and on racial inequity. Reports may include analysis of the racial wealth gap at the Comptroller General's discretion.
