## Summary

**Creates a new federal rental assistance program for low-income veterans.** This bill would set year-by-year income rules for who qualifies, require agencies to help veterans apply and connect to VA services, and provide permanent funding for the program starting in fiscal year 2027. - Veteran families would be entitled to vouchers under evolving income limits that ramp from 2027 through 2031 so more veterans become eligible over time. VA disability benefits would not count as income and veterans already assisted would not face recheck because of the law. - Public housing agencies (PHAs) must offer prompt application opportunities, give veterans information about VA services, and use an electronic process to verify veteran status. PHAs can charge a service fee to cover leasing costs. - Owners of five or more rental units would be barred from refusing tenants solely because they hold these vouchers. - The bill authorizes a permanent appropriation beginning in fiscal year 2027 to fund vouchers, administrative fees, and service fees. It preserves existing VA-supported vouchers, bars using these funds for the Moving to Work demonstration, and requires the new funds to supplement other rental assistance rather than replace it.
