## Summary

**This bill would exclude marginal oil and gas wells and their owners or operators from federal performance standards under the Clean Air Act.** - Owners and operators of wells that average at most 15 barrels of oil per day (or 15 barrels oil equivalent) or at most 90,000 cubic feet of gas per day would be exempt from applicable standards and from monitoring, reporting, record-keeping, leak detection, emission estimation, measurement, and similar compliance duties. A "well site" covers the well and associated on-site equipment but stops at the point of custody transfer. - State air quality plans could not require performance standards for marginal wells. If a state revises a plan to remove such a standard, the Environmental Protection Agency would have 180 days to act on that revision or it would be deemed approved. - The Environmental Protection Agency would have 180 days after enactment to revise regulations and guidance to implement the change, and any pending enforcement actions tied to those standards for marginal wells would be terminated.
