## Summary

**Makes bicycle and pedestrian infrastructure and safety a federal priority** while also lowering import costs for parts and creating a new employer-supported bicycle commuting benefit. This bill would push federal money and rules to build connected active-transportation networks and to support U.S. assembly. - Communities and commuters: Creates a competitive Active Transportation Infrastructure Investment Program and a Bicycle Transit Integration Grant Program to fund bike networks, bike parking, bikeshare expansion, and Safe Routes to School coordinators. It authorizes higher federal cost shares, including up to 100 percent for some projects, and sets aside funding for disadvantaged communities and tribal participation. - Employers and workers: Expands the tax code to let employers reimburse or provide bicycles, electric bicycles, scooters, repairs, storage, and bikeshare for commuting. The tax exclusion is limited to 30 percent of the monthly dollar amount specified in law and applies to tax years after Dec. 31, 2025. - Manufacturers and importers: Creates a 10-year duty-free category for many bicycle parts when imported for assembly of complete bicycles and requires importer certification and documentation to U.S. Customs and Border Protection. The U.S. International Trade Commission must report in 5 years on effects and on targets of 2 million bikes in 5 years and 5 million in 10 years.
