## Summary

**Phased, certification-based delay of a ban on purchasing certain metal products for the Department of Defense.** It would tie the start of the expanded prohibition to either January 1, 2032 or to a Defense Department certification that enough commercially viable suppliers exist outside designated "covered nations." - Department of Defense acquisitions would be affected only for contracts and agreements entered on or after the earlier of two dates: Jan. 1, 2032 or 180 days after the Secretary of Defense certifies sufficient non-covered-nation supply. This creates a market-linked phase in for the prohibition. - Suppliers located outside the bill's defined "covered nations" gain a clear threshold role. The prohibition would not trigger until the market shows enough commercially viable providers outside those nations and the Secretary certifies that fact. - Procurement rules would change quickly if enacted. The Secretary of Defense would have to revise the DoD Supplement to the Federal Acquisition Regulation within 120 days after enactment to reflect the amended timing and applicability rules.
