## Summary

**Would create a federal "Made in America" contracting preference for mass timber and other innovative wood products in public buildings.** It links procurement priority to U.S. production, verified responsible sourcing, and a required lifecycle assessment of environmental impact. - Federal projects and military installations would get priority when construction, alteration, acquisition, or lease contracts use innovative wood products made in the United States and harvested from U.S. forestlands. The General Services Administrator and the Secretary of Defense would apply the preference. - U.S. innovative wood product facilities would be favored, and contracting officers must seek documentation that material came from "responsible sources" or jurisdictions that follow strong forest management practices. - Contracts should give added preference to wood from restoration practices, forest work to protect communities from catastrophic wildfire, or from underserved forest owners such as Tribally owned and small family forests. - New public buildings using innovative wood products would need a cradle-to-gate whole-building lifecycle assessment focused on global warming potential, done within 180 days under ISO 14044 and 14020, with results reported to Congress and made public.
