## Summary

**Timely, standardized notifications to Congress about serious injuries or deaths tied to DHS custody or actions.** This bill would require the Secretary of Homeland Security to notify designated congressional committees and the local Representative and Senator within 72 hours and to run independent, DHS-led investigations outside the chain of command. - People in DHS custody and their families would get faster, detailed information when someone is seriously injured or dies. Notices must include date, time, location, circumstances, nationality, whether medical help was sought, and use-of-force details. - Congressional oversight would gain faster access to cases and findings. Committees and local Members must get initial notice within 72 hours and a completed investigation report within 7 days of the investigation’s end. - DHS employees involved in incidents that cause serious bodily injury or death would be placed on administrative leave during investigations. Investigations must preserve video for at least 5 years and include autopsy retrieval, a mortality review, and a medical-treatment review.
