## Summary

**Makes REAL ID identification free for eligible low-income residents.** This bill creates a Department of Homeland Security grant program that funds states so they can issue REAL ID-compliant driver’s licenses and identification cards at no cost to qualifying low-income people. - Low-income individuals and families: States must waive fees for people with household income at or below 200 percent of the federal poverty level or those in means-tested public assistance programs, easing the cost barrier to federally accepted ID. - States and service access: Grants may pay application and issuance fees, processing costs, outreach, mobile or remote services in underserved areas, and help applicants get required documents. - Federal administration and accountability: States apply for grants, report annually on cards issued, demographics, outreach, and spending, and grant funds are subject to federal audits while DHS provides a yearly summary to Congress. *Authorizes $50.0 million per year for fiscal years 2027–2031, increasing federal spending by up to $250.0 million over five years.*
