## Summary

**Expedite environmental reviews for priority military programs and projects.** This bill would let the Department of Defense fund extra reviewers at the National Marine Fisheries Service and the Fish and Wildlife Service to finish reviews under the Marine Mammal Protection Act, the Endangered Species Act, or the Magnuson-Stevens Fishery Conservation and Management Act when the Secretary determines faster review is in the national defense interest and the agency reports insufficient funds or staff. - Military programs and projects: Would allow the Secretary of Defense or a service secretary to enter agreements to fund agency personnel so priority reviews can be completed within a specified period tied to defense needs. - NMFS and USFWS staff: Would allow those agencies to accept direct financial assistance that is limited to hiring personnel to perform review tasks and associated consultations. - Project planning and compliance: Defines "eligible expenses" to include pre-review planning, review and consultation activities, and development of programmatic agreements under the three named laws.
