## Summary

**Blocks settlement payments to the President or any third party at the President's direction.** This bill would make such settlement terms void unless a court holds a hearing, approves the proposed terms, and makes explicit findings that the deal was adversarial, not collusive, supported by the United States' defenses, and in the interest of justice. - Presidents and former Presidents: Would be barred from receiving cash or in‑kind payments through covered federal settlements unless a judge approves the deal after a hearing. - Federal agencies and the Department of Justice: Would need to file a civil action, submit proposed settlement terms to a court, and produce evidence that they explored defenses and have a reasonable legal basis for the settlement. - Claimants and courts: Covered agreements would be treated as void from the start unless a court issues an order with explicit findings.
