## Summary

**This bill would create a ban on rifles capable of firing .50‑caliber ammunition in or affecting interstate or foreign commerce.** It would also add those rifles to the National Firearms Act, create a 12-month registration pathway for unregistered .50‑caliber rifles, expand who is barred from receiving firearms under the Kingpin Act, and add a limited civil-liability exception for sellers who knowingly deal with designated traffickers. - People who possess these rifles would have 12 months to register any unregistered .50‑caliber rifle with the federal National Firearms Registration and Transfer Record. Registration has no fee or tax and the submitted information may not be used as evidence against the registrant in criminal proceedings for prior or concurrent violations. - Manufacturers, importers, and dealers would face a federal prohibition on importing, selling, manufacturing, or transferring qualifying .50‑caliber rifles in commerce and those rifles would become a new category under the National Firearms Act. Federal multiple-sale reporting rules would expand to include rifles, increasing when dealers must report multiple or suspicious purchases. - Persons publicly identified under the Foreign Narcotics Kingpin Designation Act and certain Treasury-designated foreign persons would become a prohibited transferee class, making transfers to them illegal. The bill also creates an exception to shield civil suits against manufacturers or sellers who knowingly sell or conspire to sell such a product when the transaction violates the Kingpin Act.

- Ban transfers to Kingpin-listed persons: benefit, low. The change would increase paperwork and recordkeeping for dealers.
- Ban and register .50 caliber rifles: mixed, medium. This bill would ban new imports, sales, manufacture, transfers, and most possession in interstate or foreign commerce of rifles that can fire .50 caliber ammo, with two exceptions. Federal, state, and local governments would be exempt. Rifles lawfully possessed on the enactment date would be grandf…
- Background checks block Kingpin transfers: mixed, medium. This bill would require background-check systems and dealers to treat transfers that would violate the new Kingpin-based prohibition as disqualifying.
