## Summary

**limits on presidential entry bans and stronger nondiscrimination rules**. This bill would create a two-part framework that narrows when the President can suspend or restrict entry and expands nondiscrimination protections for immigrant and nonimmigrant visas and immigration benefits. - Would expand the nondiscrimination rule to cover nonimmigrant visas, admission or entry, and immigration benefits and would add religion as a protected characteristic alongside sex while preserving specified statutory exceptions. - Would define a narrowed version of Section 212(f) so the President could temporarily suspend or restrict entry of a class of aliens only when specific, credible facts show a compelling government interest. Actions must be narrowly tailored, time limited, specify duration, and include waiver processes with a rebuttable presumption favoring family and humanitarian waivers. - Would impose strict transparency and oversight. It would require a 90-day retrospective report on certain past proclamations and orders, a 48-hour briefing and written report to Congress when a suspension is used, public unclassified reports, and 30-day country updates while a restriction continues. The bill also allows affected individuals to seek declaratory or injunctive relief in federal court, permits class actions, and lets DHS suspend entry for travelers on noncompliant airlines.
