## Summary

**Would restore circuit riding by assigning Supreme Court justices to sit on federal appeals panels.** The bill would set clear rules for how often justices must serve on Courts of Appeals, how those visits are scheduled, how travel is paid, and when a justice must step aside from a case they handled as a circuit justice. - Supreme Court justices: Would have to sit on at least one Court of Appeals panel and take part in oral argument for at least 10 days per year. They could not use video or teleconference to meet that requirement and would be ineligible to vote on en banc rehearings. - Circuit courts and judges: Chief judges would schedule the visits and ensure compliance, and no single justice would sit with the same judge for more than 10 days of oral argument during any two-year period. Only one justice may sit on a panel to fulfill the statutory service requirement. - Public and litigants: Would add a new disqualification rule barring a justice from considering a matter after participating in it as a circuit justice, and would require the Chief Justice, after public notice and comment, to issue implementing regulations within 180 days.
