## Summary

**Creates a federal program to fund microchipping of dogs and cats in shelters.** This bill would let the Secretary of Agriculture set up cooperative agreements with state and local governments and eligible private shelters to microchip animals before they are returned, adopted, or transferred. - Families: Pet owners would have an easier path to recover lost pets because animals in shelters would be microchipped before reunification or adoption. - Shelters and rescues: Eligible entities include state or local pounds, municipal shelters, private humane societies, and organizations under contract that operate shelters and release animals. - State and local governments: Would allow cooperative agreements with the Secretary of Agriculture to fund microchipping programs, with participation contingent on available appropriations. - Funding and oversight: Authorizes $5.0 million each fiscal year from 2026–2030 to carry out the program and requires a report by December 31, 2030 assessing effectiveness and recommending whether to extend and how much funding would be needed. *Authorizes $5.0 million annually from 2026–2030 for the program, subject to appropriation.*
