## Summary

**Advance U.S. leadership in standards for AI and other critical and emerging technologies.** This bill would direct the Director of the National Institute of Standards and Technology (NIST) to promote open, consensus-driven international standards, strengthen public-private partnerships, coordinate federal agency participation, create an accessible web portal of standards activity, and run a pilot grant program to bring standards meetings to the United States. - U.S. industry and standards developers: NIST must maintain a publicly accessible web portal listing international standards efforts and access to standards, and may partner with nongovernmental organizations to run it. The portal aims to help U.S. companies find where standards are made and how to join. - Federal agencies: Agency heads must report their participation in standards activities to NIST through a notice mechanism coordinated with the Office of Management and Budget, and NIST must brief Congress within one year on standards activities and opportunities for federal support. - Meeting hosts and standards bodies: A pilot grants program, starting within 180 days and subject to appropriations, may award grants that cover up to 50% of hosting costs to eligible entities; the pilot ends five years after enactment and NIST may recommend permanent implementation before two years.
