## Summary

**This bill would push to _align Eastern Frontier allies' infrastructure with NATO requirements_ to strengthen deterrence against the Russian Federation.** It creates rules for reporting, oversight, and U.S. prioritization to find and fix gaps in transport, energy, communications, finance, civil preparedness, and defense industrial base infrastructure. - Eastern Frontier allies such as Estonia, Latvia, Lithuania, Poland, the Czech Republic, Slovakia, Hungary, Romania, Bulgaria, Finland, Sweden, and Norway would be assessed on progress integrating national infrastructure with NATO needs across multiple sectors. - The Department of Defense, working with the State Department and NATO’s Supreme Allied Commander-Europe, would have to produce a detailed report within 180 days assessing shortfalls, the credibility of each ally’s plan to meet a 1.5% of GDP infrastructure commitment, and Russian activities targeting that infrastructure. An independent Comptroller General review must follow within 180 days of that report. - The Secretary of Defense could prioritize security assistance through the European Deterrence Initiative and other programs and must brief Congress annually for fiscal years 2028-2032 on how the budget request implements that prioritization.
