## Summary

**Prohibits Strategic Petroleum Reserve exports to specified foreign adversaries.** This bill would ban the export or sale of petroleum drawn from the Strategic Petroleum Reserve to the People's Republic of China, the Democratic People's Republic of Korea, the Russian Federation, the Islamic Republic of Iran, and entities they own or control, including entities controlled by the Chinese Communist Party. - Foreign adversaries and affiliated entities: Would be barred from receiving SPR oil drawn down under any law, blocking sales or exports to those listed countries and their controlled entities. - Department of Energy role: The Energy Secretary would have to issue a rule to implement the ban within 60 days and could grant a waiver if a specific export is certified to be in U.S. national security interests. - Legal alignment: The bill would add the new prohibition into the Energy Policy and Conservation Act and update statutory cross references so the ban integrates with existing SPR drawdown authorities.
