## Summary

**This bill would strengthen Tribal input** and add emergency supply rules for the Food Distribution Program on Indian Reservations and the Commodity Supplemental Food Program. It would aim to make contracting and food purchases more responsive to Tribal needs during shortages. - Indian Tribes and Tribal organizations would get a formal role in contracting. The Secretary would have to consult them before evaluating contracts and consider their feedback throughout the evaluation, and tribes could receive direct payments or reimbursements to buy food during disruptions, capped at the amount the Secretary would otherwise spend for that tribe. - The bill defines supply chain disruption to include multifood warehouse problems and requires the Secretary to designate an emergency warehouse contractor within 45 days of a disruption. Purchases made with those payments must generally be domestically produced, supplant existing package items not supplement them, and be of similar or higher nutritional value, and the Secretary must notify affected Tribal organizations or State agencies and publish the designation and rationale on the Department of Agriculture's website. - It adds an annual consultation requirement and encourages State agencies to consult Tribes when amending State plans. The Secretary would provide technical assistance to help State agencies give proper notice, consult Tribal officials, and release a collaborative agenda in advance.
