## Summary

**This bill would require federal agencies to hold targeted public consultations with residents of pene-exclaves** when a proposed rule may impose a unique burden on them. It would also direct the Office of Management and Budget to create a list of pene-exclaves and contact information for local officials. - Residents of pene-exclaves would get a dedicated public meeting they can join remotely to submit data, views, or arguments. Agencies must record meeting minutes and publish those records in the Federal Register within 60 days. - Agencies would have to state in the proposed notice if a rule may impose a unique burden on pene-exclave residents and then respond in the final rule to each comment made at the pene-exclave meeting. - State, Tribal, county, and local officials must receive notice of such meetings at least 30 days before they occur. The Director of the Office of Management and Budget would publish a list of pene-exclaves within 90 days and add qualifying local 501(c)(3) organizations on petition.
