## Summary

**Withhold federal housing funds from jurisdictions that permit squatting.** This bill would bar Community Development Block Grant funds and federal mortgage support for local governments that allow squatting or grant special tenancy rights to squatters. - Homeowners and renters: The bill would block federal mortgage support for loans secured by 1–4 family residences in jurisdictions barred from receiving Title I Community Development Block Grant funds. This could make federal-backed loans unavailable in those areas. - Local governments: Any unit of general local government deemed to permit squatting would be excluded from Title I CDBG funding until it takes corrective actions and receives certification from the Secretary. The Secretary must publish a yearly list of barred jurisdictions and the justification for each. - Federal housing programs and agencies: Covered agencies named include the Department of Housing and Urban Development, the Federal Housing Finance Agency, the Department of Veterans Affairs, and the Department of Agriculture. Those agencies must jointly issue guidelines within 90 days to apply prohibitions to programs like FHA insurance, VA guarantees, USDA loans, and purchases or securitizations by Fannie Mae and Freddie Mac.
