## Summary

**Would give enrolled veterans the option to get primary care from non-VA doctors paid through VA-administered veteran health savings accounts.** This bill would set up a five-year pilot to let eligible VA enrollees buy primary care and related services from non-VA clinicians using those accounts. - Veterans: Enrolled veterans could join a five-year pilot and receive an annual veteran health savings account to buy primary care, screening, preventive services, and medicines under a direct primary care arrangement. - Non-VA primary care providers: Clinicians outside VA could offer defined direct primary care service arrangements for fixed periodic fees and accept HSA payments from participating veterans. - VA operations and oversight: The pilot would be run by VA's Center for Innovation for Care and Payment. The Secretary would set annual HSA deposit amounts with actuarial advice, put fraud controls in place, and report implementation quarterly for two years and then annually. *The pilot would be funded from existing Veterans Health Administration appropriations and would not require additional appropriations.*
