## Summary

**at-risk construction of uranium enrichment facilities** would be allowed so companies could begin building before receiving a full NRC license. It would also require the Nuclear Regulatory Commission to issue or revise implementing regulations within 180 days. - Developers of uranium enrichment facilities: would be permitted to commence construction before final licensing under the same terms that apply to other fuel cycle facilities, but they would proceed at their own risk. - Nuclear Regulatory Commission: would have 180 days to issue or update rules to carry out the new at-risk construction regime and would retain authority to regulate construction and to deny licenses if applicants do not meet regulatory requirements. - Local communities and interested parties: would keep the right to request hearings under section 189 of the Atomic Energy Act and to participate in licensing proceedings.
