## Summary

**This bill would create automatic, multi-year funding to overhaul the IRS.** It would sharpen enforcement on high earners and large corporations while funding tech upgrades and taxpayer help to improve collections and service. - Families and everyday filers would see expanded taxpayer services like pre-filing help, filing and account assistance, and advocacy with funding rising from $1.4 billion in 2026 to $1.7 billion in 2030 and 2031. - High-income individuals and large corporations would face stronger enforcement as appropriations for enforcement grow from $3.6 billion in 2026 to $12.2 billion in 2031, and the IRS must report plans to shift audits and enforcement toward them. - IRS operations and technology would get major modernization money, with Technology and Operations Support jumping from $900 million in 2026 to $5.9 billion in 2031 and a Business Systems Modernization pot starting at $1.0 billion in 2026. - The bill would require the IRS Commissioner to report every two years on plans and progress to target the tax gap and the Inspector General to evaluate those plans. *This bill would authorize about $83.7 billion in automatic appropriations for 2026–2031 and would increase federal spending over that period.*
