## Summary

**Centralized federal resilience coordination.** This bill creates a Chief Resilience Officer inside the National Security Council, requires a National Resilience Strategy with implementation plans, and builds a public Adaptation and Resilience Clearinghouse to align Federal resilience actions with local needs. - Communities and local governments gain a single clearinghouse for downscaled data, risk communication, and technical help to use Federal resilience resources, with the clearinghouse required within 1 year. - Rural, Tribal, and underresourced communities get prioritized technical assistance and grant navigation through a Partners Council that will have up to 24 members, including 20 non-Federal seats, and will publish a public program of work. - Military installations and national security planners get explicit resilience coordination as the CRO must integrate resilience into Federal investments to strengthen domestic and overseas readiness. - Federal agencies face new coordination duties. Working groups and required implementation plans must identify overlaps, align funding priorities, and assign agency roles while the Comptroller General reviews progress within 2 years of each Strategy and update.
