## Summary

**This bill would tie infant formula safety to scientifically set contaminant limits by making failure to meet those maximum permissible levels an adulteration violation.** It would also require testing, recordkeeping, and public reporting to drive down contaminants like heavy metals, PFAS, phthalates, microplastics, synthetic pesticides, and cyanotoxins. - Families and infants: Aims to reduce infant exposure to a broad list of contaminants by pushing manufacturers to meet health-based maximums and consider cumulative neurodevelopmental risks. - Manufacturers: Would require routine testing, records kept for not fewer than 2 years after a product's shelf life expires, and compliance with limits set by regulation. The Secretary must issue those regulations within 180 days and they would apply to formula made 180 days after issuance. - Regulators and Congress: Creates a new regulatory subsection directing the Secretary to use best available technology and to report annually to Congress a list of violators, measured contaminant concentrations including microplastics and cyanotoxins, and progress toward lowest feasible levels.
