## Summary

**Guarantees Medicaid payment when a patient receives both a primary care service and a mental health or substance use disorder service on the same day from the same provider network.** The bill would let plans pay for both services, including when one or both are delivered by telehealth, by clarifying how “same-day qualifying services” work in Medicaid rules. - Families and beneficiaries: Fewer billing denials when a person gets primary care and mental health or substance use treatment the same day at the same clinic. This aims to make same-day, coordinated visits easier to use. - Providers and clinics: Physician offices, Federally Qualified Health Centers, rural health clinics, and other outpatient facilities could bill for both services when furnished the same day by staff or contractors. Telehealth counts for either or both services. - State Medicaid programs: Changes payment eligibility rules under existing Medicaid authority to support integrated care. The bill does not create separate funding streams or set new payment amounts.

## Provisions PRIA read
