## Summary

**Diversify U.S. critical mineral supply chains through international partnerships and technology deployment.** This bill would create a Department of State program to fund and coordinate multiyear partnerships, Centers of Excellence, and a public digital platform to move critical minerals technology from research to commercial use. - Partner countries and local institutions would get Centers of Excellence for applied R&D, pilot projects, recycling, low‑impact extraction, and training to boost regulatory capacity and enforce environmental and labor safeguards. - U.S. companies, startups, universities, and small firms would get a public digital clearinghouse for solicitations and funding, matchmaking with foreign partners, rolling proposal submissions, and pathways for commercialization and co‑funded projects. - The State Department would appoint a Program Director to coordinate OSTP, DOE, NSF, DOD, Commerce, Treasury, and financing agencies. The bill would authorize a new Foreign Assistance Act authority and transfer power from the National Security Investment Programs to finance demonstrations and scaling. It requires 15 days notice to key congressional committees and bars partnerships with six named countries of concern and entities more than 25 percent controlled by China or its military, and with interests tied to the President or immediate family.
