## Summary

**Standardized documentation and formal breach reporting** would tighten cost, schedule, and performance controls for DHS major acquisition programs. It sets which projects qualify and what records and reports agency managers must create and maintain. - DHS component heads would have to keep a standard set of acquisition documents for any "major acquisition program." That applies to programs with a life‑cycle cost of at least $300 million or those the Chief Acquisition Officer designates as major. - The Under Secretary for Management would have to submit a breach report to the House and Senate homeland security committees within 30 days of learning about a breach. Reports must explain causes, projected impacts on performance, cost, and schedule, provide updated baselines and life‑cycle cost analyses, and lay out remediation plans. - If a likely cost overrun exceeds 20 percent or a likely delay exceeds 12 months the report must include a written determination on mission essentiality, whether lower‑cost or faster alternatives exist, the reasonableness of the revised estimates, and whether program management is adequate. The bill pushes DHS to follow Government Accountability Office best practices for cost and schedule work to improve control of large, high‑risk programs.
