## Summary

**Empower the USTR to investigate and counter EU extraterritorial rules.** This bill would direct the United States Trade Representative to open Section 301 investigations into EU energy and environment measures such as CS3D, CSRD, EUDR, and CBAM that impose requirements on U.S. persons outside EU territory and are argued to burden U.S. commerce. - Large U.S. companies and their supply chains would get a formal process to document compliance costs, legal liability exposure, and competitive harms from EU rules. The bill lists examples like emissions reporting, deforestation traceability, and third-party audits. - The United States Trade Representative would have timed duties and reports. The bill would require initiation and congressional notice within 30 days, a preliminary report in 90 days, and a determination within 12 months with one possible 60-day extension. - If the USTR finds a burden it could consider remedies under section 301, including duties, suspending trade benefits, or targeting imports from EU member states, while preserving presidential trade-negotiation authority.
