## Summary

**Mandatory counterintelligence and classified-information protection training for every House Member and employee.** This resolution would require a Congress-wide training program run by the Sergeant-at-Arms and regulated by the Committee on House Administration with rules set within 90 days. - Members who gain access to classified information would have to complete training and file a certificate within 90 days of the trigger date. Members who miss the deadline would be barred from accessing classified information until they finish training and file proof. - Officers and employees who hold security clearances and gain classified access would face the same training and certification requirement. Noncompliant officers and employees could not be granted classified access until 180 days after they complete training and file a certificate. - Fellows and detailees would be treated as House employees and may receive alternative deadlines to match their service length. Participants in new Member orientation who completed required training before a Congress begins would be exempt for that Congress. - The Committee on House Administration would set the detailed rules and may create extra compliance tools to enforce the requirement.
