## Summary

**This resolution would recognize the importance of the _Greenhouse Gas Reporting Program (GHGRP)_ as a central, public system for tracking emissions and supporting environmental health and scientific integrity.** GHGRP compiles about 3.0 billion metric tons of carbon dioxide equivalent from over 8,000 facilities and captures roughly 85 to 90 percent of U.S. greenhouse gas emissions. - Frontline communities gain transparent data to press for cleaner air and accountability. More than 1.6 million Latinos and 1.0 million Black Americans live within half a mile of oil and gas wells. - Public health is highlighted by GHGRP links between pollution and harm. Latino children have about 40 percent higher asthma rates and communities of color breathe about 63 percent more air pollution than White communities. - Federal agencies, researchers, and businesses use GHGRP data to shape EPA standards, power the FLIGHT public tool, inform Treasury energy tax credit work, and feed the Department of Energy's GREET model. - Ten states, including California, New York, and Massachusetts, have folded GHGRP elements into state law or reporting programs.
